Bee Cave Voids PGAL Contract
Jul 15, 2026
PGAL is the architecture firm selected in 2022 to design the city's new public safety building.
During the July 14 meeting, the Bee Cave City Council voted unanimously to void the architecture and engineering contract for the new public safety building. The City will restart the procurement process for this important project. Below is a statement that explains why the city council made this decision.
Statement from the Bee Cave City Council
As a result of discovery from our former city manager in the warehouse litigation, it was shown he had a relationship with the engineering firm Malone Wheeler. He required PGAL, our current architect for the public safety building, during the bidding process and before the award was granted, to switch their engineering services to Malone Wheeler, in order to advance their scoring. This was facilitated by our Owners Representative at Turner and Townsend Heery. PGAL agreed, and then our former city manager recommended that contract be approved by the city council without our knowledge of what our attorneys call “illegal procurement activities”.
The City of Bee Cave is committed to following all aspects of the state law of the Public Services Procurement Act and getting our public safety building built on a foundation of trust, transparency, and legality.
